Abstract Muddy coastline protection is a difficult issue because there are many factors influence in the causes of coastal erosion. Although many responsible government units recognize the problem and support the solution continuously, the lack of integration between the stakeholders' plan results in the ineffective erosion protection. The objective of this study is to analyze stakeholders of coastal erosion protection plans by consideration of the effective of coastal structures responsible by government units in the study area along the coastline of Chachoengsao Province, Thailand. Existing coastal structures were surveyed including low-crested revetment, sand filled geotextile container, and bamboo fencing. Principal Government Sectors responsible for each type of structure were interviewed including the Marine Department, the Department of Marine and Coastal Resources, the Department of Public works and Town & Country Planning, the Ministry of Natural Resources and Environment, and the Local government. The advantages and shortcomings were assessed by collecting data of coastal physical, environmental and socio-economic information. Public participation was organized by formal meetings and questionnaires to evaluate the opinions of coastal communities. The final effective solution of the muddy coastline protection is an integration of low-crested revetments and sand filled geotextile container with bamboo fencing as an optional coastal protection. Low-crested revetments suit for estuary and community area. Topping up the sand filled geotextile container with rocks is similar to low-crested detached breakwater, so it can be constructed along the muddy coastline to reduce wave energy as the first row of defense. Bamboo fencing can apply to areas where slight erosion occurred. It helps not only to reduce wave energy, but also to promote sedimentation. Thus, it is more effective if bamboo fencing is built in front of mangrove forest. The coastal protection will be more effective if relevant government units have participated and solved the problem in the same direction.
