Recording And Tracking Technologies: Opening a Window to Total Asset Visibility

ABSTRACT The Navy is developing a logistics management system to support Marine Corps operations of the future. The revolutionary recording and tracking technology uses a family of radio frequency tags and interrogators that enables reporting directly to end-user terminals on query. This system provides autonomous, real-time container manifesting, as well as asset identification and location. As a stand-alone product or combined with existing automated information systems, the emerging technology will allow Marines at all levels of deployment to receive inventory updates throughout the supply chain in a matter of minutes. This inherently secure technology will increase the reliability of the current and future supply system, and facilitate a move away from the traditional "push" of supplies to a more efficient "pull" system. INTRODUCTION The Naval Facilities Engineering Service Center (NFESC) coined the name Recording and Tracking Technologies (RTT) to describe an ongoing program of development that will provide the United States Marine Corps (USMC) with an ability to track and identify their assets worldwide. RTT is a radio-frequency based information and identification system. Its primary objective is to enhance traditional Combat Service Support (CSS) capability and develop the new technologies required to support emerging scenarios of regional and international conflict. This paper discusses the role RTT will likely play in the future progression of USMC maneuver warfare. A discussion of the strategy and direction of the system being developed is provided. This discussion includes the operational concept and particular system architecture used to define system parameters. BACKGROUND Emerging views of future conflict dictate a fundamental change in the way the Marine Corps conducts business. The Operational Maneuver from the Sea (OMFTS) scenario described in a Navy White paper entitled, "From the Sea: Preparing the Naval Service for the 21st Century", predicts amphibious assaults well beyond visual and radar ranges, during which sea bases up to 100 miles offshore provide logistical support.
