The permanent organisation of the World Petroleum Congresses is an international, non-government body. It was established in 1933 to provide a forum for petroleum science and technology, and has since extended its scope to include petroleum economics and management.
At the opening of the Stavanger Congress, there were 40 National Committees all members of the Permanent Council. The Council usually meets only during the Congress, and is concerned mainly with the election of the President and other WPC officers, the election of new member countries (four new members were elected at the 14th Congress), and the selection of the venue for the next Congress.
The Executive Board is responsible for the management and direction of the World Petroleum Congresses and delegates specific responsibilities to committees such as the Scientific Programme Committee and the Development Committee. These committees meet regularly between Congresses. The membership of the Permanent Council and its committees for the Fourteenth Congress cycle is shown on the following pages.
The Secretariat of the WPC is based in London, where the first Congress was held in 1933. Subsequent Congresses have been held in Paris (1937), The Hague (1951), Rome (1955), New York (1959), Frankfurt (i 963), Mexico City (1967), Moscow (1971), Tokyo (1975), Bucharest (1979), London (1983), Houston (1987), Buenos Aires (1991) and Stavanger (1 994).
The Fifteenth World Petroleum Congress will be held in Beijing, China on 12th-16th October 1997.
