This presentation provides an overview of current key international guidelines applicable to Arctic oil and gas exploration, assesses the extent of their influence, including topics where current guidelines may be lacking, and discusses potential implications for operators.
Seas within the Arctic Circle are considered to be the next great frontier for offshore oil and gas and as such are attracting increasing interest from oil and gas operators, as well as NGOs, governments, the international media and other organisations. There is intense scrutiny from a range of stakeholders on the regulatory framework that exists to permit and authorise oil and gas exploration in this sensitive environment, often including a focus on environmental and social impacts. As such projects need to be proactive in demonstrating a high degree of environmental and social responsibility. Existing regional, national and international laws provide the regulatory framework for development in the Arctic, however, legislation is evolving as interest in Arctic oil and gas increases thereby necessitating the formation of guidelines for industry best practice. There are currently a large number of international guidelines that could be applied to projects by way of best practice. This report and presentation focuses on guidelines from the Arctic Council, OGP, IMO and IPEICA, with particular reference to how these affect the development of environmental and social impact assessments, and key topics therein (such as waste management and oil spills).

The oil companies test a severe shortage in the qualified experts in industrial and ecological safety (HSE-management), in particular in the conditions of emergency situations, what are the oil spills. The modern specialist needs a serious additional training to bring his knowledge and skills to meet the requirements of the employer. Declared by the principle of "lifelong learning" - the constant improvement of educational level, in particular - for sustainable development.
Currently, the Peoples' Friendship University established an educational complex on HSE-management. Such programs are just gaining momentum and presented at leading universities in industrial countries (Britain, Australia, USA, etc.). With its creation as a result of contacts with leading companies (TNK-BP, Lukoil, Gazprom, Tatneft, and others) was defined profile specialist and were formulated the requirements for professional skills of specialists.
The most effective way, allowing the student to "feel" the concept of environmental safety - virtual immersion in a professional environment. Given this, the People's Friendship University - the first of the universities of Russia - based virtual simulator technology started training, practically oriented to minimize the harm accidents.
Created a virtual simulator for environmental safety in the oil spills simulates accidents on pipelines of various sizes for different environmental conditions. It includes an estimated portion (the definition of poverty, economic and environmental impacts of oil spills), the latest technology for elimination of accident, library of manuals and handbooks.
The integrated approach allows for a short time to prepare qualified professionals to eliminate the accident consequences. The simulator - the first Russian software of its kind. Further work on its development can be adapted to a wide range of conditions, including the Arctic.
Thus, the introduction of simulator training in the practice can provide:
• tackle key problems technospheric safety (safety of natural systems and populations in the zone of influence of objects);
• preservation of natural resources areas (sustainable development);
• savings for employers additional training due to the ability to adapt quickly to a specialist professional reality.
