Abstract. The deregulation of the petroleum industry in Japan has been forcing all refining and marketing companies to reorganize their management strategies. To strengthen its competitive position in the domestic and international market, Koa Oil Company introduced an advanced production control and management system exploiting the new generation of information technologies.
The project to build the computer integrated system, which is a corporate-wide system including two refineries and headquarters, consists of three major sub-projects outlined as follows:Instrument Modernization. All existing control systems for process, utility, blending and shipping have been replaced by DCS (distributed control system) combined with advanced control systems and accommodated into a single blast-resistant control centre building.
Refining Management System. This system consists of nine sub-systems having interfaces with all DCSs, tank gauging system and laboratory automation system and stores all information, from crude selection to product shipping, in the central relational database at each refinery. The heart of this system is a non-linear flowsheet simulation system, which enables flexible planning and scheduling of refinery operations based upon the latest information.
Corporate-wide Information Network.
All computers and personal Workstations at each location are connected through the integrated high speed local and wide area networks so that anyone can access any data at any time.
Résumé. La dérégulation de l'industrie pétrolière au Japon a obligé toutes les société de raffinage et de marketing à réorganiser leurs stratégies de gestion. Pour renforcer sa position dans la compétition sur le marché intérieur et international, la société Koa Oil a opté pour un système évolué de gestion et de contrôle de la production exploitant la nouvelle génération de techniques de l'information.
Le projet de système intégré automatisé, qui est un système à l'échelle de la société incluant deux raffineries et le siège social, comprend les trois sous-projets principaux suivants :Modernisation des instruments. Tous les systèmes de contrôle existants pour les procédés, les utilités, les mélanges et les expéditions ont été remplacés par le système de télécontrôle DCS (distributed control system) associé aux systèmes de contrôle évolués et logé dans un seul bâtiment résistant aux déflagrations.
Système de gestion du raffinage.
Ce système comporte neuf sous-systèmes ayant des interfaces avec tous les DCS, le système de calibrage des réservoirs et le système d'automatisation des laboratoires. I1 enregistre toutes les informations, depuis le choix du brut jusqu'à l'expédition du produit, dans u
