Abstract. There are very many specifications and test methods throughout the world for bitumens used in roadwork. Most of them are based on experience and employ test methods of an empirical nature. In recent years research has afforded a much better insight into the factors governing performance. In consequence, there are improving prospects of having internationally accepted criteria for the performance requirements for road grade biturnens, which will in turn lead to specifications which are neither unnecessarily restrictive nor will permit of low quality products.
Performance in practice has been shown to be mainly governed by the mechanical (rheological) properties of the material. Requirements as to chemical composition are thus not necessary; the mechanical properties must of course be maintained during storage, application and service on the road.
In the paper the performance requirements ¿or road bitumens are analysed and expressed in fundamental terms, and reference is made to the latest measuring techniques desirable for this purpose. Existing conventional routine tests are critically examined on this basis.
The function of bitumen specifications is discussed and the essential requirements for inclusion in rational specifications are developed.
