ExxonMobil announced the completion of a transaction by ExxonMobil Development Africa BV to acquire a 25% indirect interest in Mozambique's gas-rich Area 4 block from Eni and assume responsibility for midstream operations. ExxonMobil will lead the construction and operation of all future natural gas liquefaction and related facilities, while Eni will continue to lead the Coral floating LNG project and all upstream operations. ExxonMobil said the operating model will enable the use of best practices and skills with each company focusing on distinct and clearly defined scopes while preserving the benefits of an integrated project. The deepwater Area 4 block contains an estimated 85 Tcf of natural gas in place.
The Trump administration will delay an Obama-era rule limiting emissions of the powerful greenhouse gas methane from oil and gas operations on federal and tribal lands, it said on 7 December, a move slammed by environmentalists. The Bureau of Land Management, an office of the Department of Interior, planned to officially suspend the rule on 8 December to "avoid imposing likely considerable and immediate compliance costs on operators for requirements that may be rescinded or significantly revised in the near future," it said in a document to be published on 8 December. Implementation will be delayed one year until 17 January 2019. Energy companies say the rule, finalized at the end of the Obama administration, could cost them tens of thousands of dollars per well, and some driller groups had sued the previous administration. The implementation deadline and substance of the rule could be changed as the Trump administration is expected to announce a new draft in coming weeks in line with its policy of maximizing fossil fuel production and dismantling regulations it says prevent job growth.

The US Energy Information Administration (EIA) reported that an increase in online liquefied natural gas (LNG) terminals has spurred on a subsequent increase in LNG export volumes. In August 2017, total US natural gas liquefaction capacity in the Lower 48 states increased to 2.8 Bcf/D following the completion of the fourth liquefaction unit at the Sabine Pass LNG terminal in Louisiana. With increasing liquefaction capacity and utilization, the EIA said that US LNG exports are now averaging 1.9 Bcf/D, and capacity utilization has averaged 80% for the year based on data through the end of November. Located on the coast of the US Gulf of Mexico (GOM) near the Louisiana-Texas border, Sabine Pass comprises four existing natural gas liquefaction units, or trains, with a fifth train currently under construction. When complete, Sabine Pass will have a total liquefaction capacity of 3.5 Bcf/D.

On 23 May 2017, Ukrainian parliament adopted the Law of Ukraine "On Environment Impact Assessment."The newly adopted law requires mandatory assessment of effect (both direct and indirect) on the environment of certain industrial objects and activities. These activities include the extraction of mineral resources and the storage and processing of hydrocarbon crude. The operation of the objects and conduct of the activities listed in the law may not begin until their effect on the environment has been assessed in accordance with the law and until a positive decision is received from the relevant authorities. As part of the assessment process, the environmental authorities need to be provided with an assessment of the environmental effect and the report will b subject to public discussion. Based on this, environmental authorities provide their opinion on the assessment.

Blackmer's S Series of twin and triple screw pumps are self-priming, double-ended positive displacement pumps whose design provides complete axial balancing of the rotating screws and whose timing technologies eliminate metal-to-metal contact with the pump. They are ATEX-certified for use in explosive or dangerous environments. The pumps are available in four distinct lines, each having multiple model configurations and sizes: twin screw (WTG), twin screw with non-timing gear (NTG), multi-phase twin screw, and triple screw.
Environmental Protection Agency (EPA) Administrator Scott Pruitt said in his first testimony before Congress on 7 December that he plans to replace the Obama-era Clean Power Plan, instead of just killing it outright. "We are going to be introducing a replacement rule, too," Pruitt said, in response to a question from Rep. Raul Ruiz (D-California) during a House Energy and Commerce Committee hearing. But Pruitt also criticized the 2009 agency rule known as the endangerment finding, which forces the EPA to regulate carbon dioxide and other greenhouse gases. He said the process to establish the endangerment finding was "accelerated and "short-shrifted." And he confirmed he will start as soon as next month a so-called "red team/blue team" exercise to allow experts to debate the science of climate change, which critics see as an attempt to undermine the consensus that human emissions of carbon are making global warming worse.

The Protect Flex from AEG Power Solutions is a modular uninterruptible power system (UPS) designed to handle demanding environments and configurable to all electrical system schemes. JFD, an underwater capability provider serving the commercial and defense markets and part of James Fisher and Sons, is celebrating the delivery of the first two lifeboats that form part of its new safety-advanced range of self-propelled hyperbaric lifeboats (SPHLs). In February 2016, JFD won a multi-million-pound contract to design and manufacture six SPHLs, four 18-man and two 24-man vessels, as part of the saturation diving systems on board a new fleet of diving support vessels. Final testing on the first two 18-man SPHLs has now been completed, and they are ready for installation and commissioning following the launching ceremony held on 12 September 2017. These lifeboats mark the first to be completed as part of a new partnership between JFD and Vanguard to develop a range of next generation SPHLs and integrated davit systems that lead the way in terms of operational safety standards for saturation divers. The partnership combines JFD's globally trusted chamber manufacture and design expertise with highly respected Singapore-based lifeboat manufacturer, Vanguard.
The US Department of Transportation has reversed a decision requiring crude oil rail tank cars to be fitted with an advanced breaking system designed to prevent fiery derailments. The requirement to install so-called electronically controlled pneumatic brakes was included in a package of safety reforms unveiled by the Obama administration in 2015 in response to a series of deadly derailments that grew out of the US shale boom. There have been at least 17 significant ethanol or crude derailments since 2006, according to government data. The oil and rail industry criticized the move at the time, arguing the costs to install the brakes are prohibitive and the technology is not conclusively proven to be more effective. Supporters of the brake system said they would reduce stopping distances and reduce dangerous pile ups.
